On 9 June 2026, The Independent Barents Observer reported that the municipal council of Pechenga district had approved, in late April 2026, membership in the Association for the Promotion of Development of Closed Administrative-Territorial Formations (ZATO), becoming its 29th member. The district hosts the 61st Naval Infantry Brigade at Sputnik and the 71st Guards Motor Rifle Division, which had recently been upgraded from brigade status. The municipality reported that 110 apartment blocks were undergoing major refurbishment and that 196 flats were being renovated for military personnel. At the same time, the Barents Observer’s own satellite review found relatively little new military infrastructure, with only a few housing blocks under construction near the Pechenga base. This assessment differs in emphasis from the joint Nordic–Baltic investigation published the next day, which described new barracks and a potential increase in capacity at Pechenga (see entry of 10 June 2026).
