Building of a major signals-intelligence and electronic-warfare hub in Kaliningrad.
Satellite imagery reviewed by open-source analysts shows a vast antenna field ring-shaped (approx. 1.6 km diameter) under construction southeast of Chernyakhovsk. The site appears designed for signals interception/communications intelligence (SIGINT) and possibly electronic-warfare (EW) support systems. For Lithuania the threat is significant because the hub is within the Russian enclave directly adjacent to its territory and would increase Moscow’s capability to monitor military/communications traffic in the Baltic region, potentially degrade Lithuanian/NATO systems, or support rapid strike/denial capabilities. Russia is consolidating forward-positioned capabilities near NATO’s eastern flank, allowing it increased readiness and intelligence dominance. Lithuania must therefore consider this as a latent threat—preparation rather than an overt attack—and adapt its defence posture accordingly.
