Joint Nordic–Baltic investigation identifies an accumulation of military vehicles at the Baltic Fleet base of Baltiysk, Kaliningrad.
Satellite imagery from 2026 showed an accumulation of military vehicles at Baltiysk, the main base of Russia’s Baltic Fleet in the Kaliningrad exclave, about 30 km from the Polish border. The site was identified in a joint investigation by SVT, NRK, DR and Delfi based on Planet Labs imagery, published on 10 June 2026. No new construction was reported at this site. The vehicle build-up follows a reorganisation of the forces based there. On 22 December 2025, the Russian Ministry of Defence announced that the 336th Guards Naval Infantry Brigade in Baltiysk had become the 120th Guards Naval Infantry Division. NATO’s commander for the Baltic states and Poland, Maj. Gen. Brian Nissen, said the immediate military threat remains low while Russia is engaged in Ukraine but could change quickly after a ceasefire. Russia’s Foreign Ministry described the build-up as defensive.
