Attempt targets Ukraine-bound military equipment at TVC Solutions in Šiauliai.
On 22 September 2024, a second group allegedly attempted to set fire to the same military equipment stored at TVC Solutions in Šiauliai. Lithuanian prosecutors identify the suspected perpetrators as Russian citizen E. O. V. and Belarusian citizen M. B., who had travelled from Spain to Lithuania specifically for the operation. The two apparently believed that they had successfully ignited the target and left the scene, but investigators subsequently determined that no damage occurred because the materials used failed to ignite the products stored in the company yard. On the following day, a Cuban citizen allegedly travelled to Šiauliai from Russia to inspect and report on the results of the attempted attack and was subsequently detained. Investigators also identified a Colombian citizen based in Spain who allegedly performed intermediary and financing functions for the network. Lithuanian prosecutors link the wider group to organisers residing in Russia and state that the evidence provides reasonable grounds to suspect that the Šiauliai operations were undertaken on behalf of the GRU.
