Break-ins at water treatment plants in Finland linked to Russia.
During the summer, mysterious intruders have been breaking into Finnish water towers and treatment plants. Nothing was stolen, although there are reasons to believe that break-ins are a way to scout for future attacks or cause the public to worry about the safety of the water in their taps. No suspects have been apprehended, though the break-in campaing is prime example of the nonmilitary aggression that Russia has perfected.
