German authorities arrest two men for alleged sabotage plot on behalf of the Russian Federation.

In April 2024, German federal prosecutors announced the arrest of two German-Russian nationals who are accused of preparing sabotage attacks on U.S. military facilities in Germany, and other military or allied targets, reportedly on behalf of Russian intelligence. According to the public statement, one of the suspects — identified only as Dieter S. — had been in contact since October 2023 with a Russian secret service contact and was allegedly ready to execute bomb and arson attacks on training facilities and logistics centres. The arrests took place near Bayreuth in Bavaria and such facilities reportedly included U.S. Army bases where Ukrainian troops receive training. Geographically, this places Germany firmly within the hybrid-warfare sphere: even though Germany is deep inside NATO’s core territory and not on the Russia border, its military infrastructures are exposed. The dynamics show a typical Russian-style hybrid operation: covert plotting, use of dual-national operatives, targeting of allied logistic/military nodes to impose cost, sow uncertainty and erode support for Ukraine without traditional conflict. German Interior Minister Nancy Faeser described the plot as “particularly serious” and underscored Germany’s commitment to supporting Ukraine despite such threats. For Germany, the incident underscores that its role as a supplier of military aid to Ukraine makes it a target of hybrid warfare not only in cyberspace or via propaganda, but at the level of physical sabotage planning.
