NATO Air Policing fighter aircraft intercepted two Russian Su-24SM aircraft flying from Kaliningrad and back through international airspace. According to Lithuania’s Ministry of National Defence, the aircraft had their transponders switched off, had no pre-filed flight plans, and were not maintaining radio communication with the regional air traffic control centre. The incident was therefore framed as a violation of international flight regulations rather than a confirmed breach of Baltic sovereign airspace. Even so, the operational behaviour is significant because it creates uncertainty and raises the risk of miscalculation in a crowded Baltic air environment. Russian flights of this kind force NATO to maintain constant readiness and repeatedly activate air-policing procedures. The repeated use of the Kaliningrad route adds a geographic pattern to the incident, linking it to Russian military activity from an exclave surrounded by NATO territory. The Su-24SM is a military aircraft, so its presence near NATO borders carries a different meaning from civilian flight irregularities. In hybrid terms, this kind of activity works as pressure through repetition: each individual flight may remain below the threshold of confrontation, but the cumulative effect tests response mechanisms. It also helps Russia observe how quickly NATO aircraft react and how air policing is organised.
