Een Russische IL-20 vloog door internationaal luchtruim van het Russische vasteland naar Kaliningrad.
De vlucht vond plaats op 9 februari, toen NAVO-jachtvliegtuigen die het Baltische luchtruim bewaakten werden ingezet nadat zij een Russisch IL-20-vliegtuig hadden opgemerkt dat van het vasteland naar de exclave vloog. Volgens het rapport was de transponder aan boord van het vliegtuig uitgeschakeld, had de bemanning een vooraf ingediend vluchtplan, maar onderhield zij radiocommunicatie met het regionale luchtverkeersleidingscentrum.
