Tentativo di incendio contro materiale militare destinato all'Ucraina presso TVC Solutions a Šiauliai
Il 22 settembre 2024, un secondo gruppo avrebbe tentato di incendiare lo stesso materiale militare immagazzinato presso TVC Solutions a Šiauliai. I procuratori lituani identificano i presunti autori come il cittadino russo E. O. V. e il cittadino bielorusso M. B., che si erano recati dalla Spagna in Lituania appositamente per l'operazione. I due apparentemente credevano di aver incendiato con successo l'obiettivo e lasciarono la scena, ma gli investigatori stabilirono successivamente che non si verificò alcun danno perché i materiali utilizzati non riuscirono a incendiare i prodotti immagazzinati nel cortile dell'azienda. Il giorno seguente, un cittadino cubano si sarebbe recato a Šiauliai dalla Russia per ispezionare e riferire sui risultati del tentato attacco e fu successivamente detenuto. Gli investigatori identificarono anche un cittadino colombiano residente in Spagna che avrebbe svolto funzioni di intermediario e di finanziamento per la rete. I procuratori lituani collegano il gruppo più ampio a organizzatori residenti in Russia e affermano che le prove forniscono motivi ragionevoli per sospettare che le operazioni di Šiauliai siano state intraprese per conto del GRU. Il PISM registra la seconda operazione come «completata con successo» e afferma che provocò un incendio, ma la successiva e più dettagliata dichiarazione della procura lituana afferma esplicitamente che i materiali incendiari non riuscirono a incendiare l'obiettivo e non causarono alcun danno.

On 22 September 2024, a second group allegedly attempted to set fire to the same military equipment stored at TVC Solutions in Šiauliai. Lithuanian prosecutors identify the suspected perpetrators as Russian citizen E. O. V. and Belarusian citizen M. B., who had travelled from Spain to Lithuania specifically for the operation. The two apparently believed that they had successfully ignited the target and left the scene, but investigators subsequently determined that no damage occurred because the materials used failed to ignite the products stored in the company yard. On the following day, a Cuban citizen allegedly travelled to Šiauliai from Russia to inspect and report on the results of the attempted attack and was subsequently detained. Investigators also identified a Colombian citizen based in Spain who allegedly performed intermediary and financing functions for the network. Lithuanian prosecutors link the wider group to organisers residing in Russia and state that the evidence provides reasonable grounds to suspect that the Šiauliai operations were undertaken on behalf of the GRU. PISM records the second operation as “successfully completed” and says that it resulted in a fire, but the later and more detailed Lithuanian prosecution statement explicitly says the incendiary materials failed to ignite the target and caused no damage.
