Aeronaves de la OTAN interceptaron un avión ruso IL-20 y un IL-76.
El 14 de julio, aviones de la OTAN identificaron un avión IL-20 que volaba hacia y desde Kaliningrado con el transpondedor apagado. La tripulación no había presentado un plan de vuelo y no respondió a las llamadas del control de tráfico aéreo. Ese mismo día, también fue identificado un IL-76 que volaba desde la Rusia continental hacia Kaliningrado. Su transpondedor estaba encendido, pero la aeronave no tenía plan de vuelo y la tripulación mantenía contacto por radio con RVSC.

On 14 July, NATO jets identified an IL-20 aircraft flying to and from Kaliningrad with its transponder switched off. The crew had not filed a flight plan and did not respond to calls from the air traffic control. The same day, an IL-76 flying from mainland Russia to Kaliningrad was also identified. Its transponder was switched on, but the aircraft had no flight plan, and the crew maintained radio contact with RVSC.
