Satellittbilder viste omtrent ni acre ryddet areal øst for havnen, et betongfundament på rundt 100 × 40 m under bygging, en ny ringvei med et tilsynelatende gjerde og et ytterligere fundament nær havnen bygget etter juni 2024. Russland har ikke bekreftet planene for basen.

Satellite imagery showed about nine acres cleared east of the harbour, a concrete foundation of roughly 100 × 40 m under construction, a new perimeter road with an apparent fence, and a further foundation near the harbour built after June 2024. Russia has not confirmed the base plans.
